1. Where does the abbreviation TYVI originate from and what is the background to TYVI operations?

TYVI (Tietovirrat Yritysten ja Viranomaisten välillä - Data Streams between Companies and the Authorities) is a project launched by the Ministry of Finance in 1996 that provides companies with a uniform mode of declaring data electronically to the authorities and to the parties that handle official tasks.

ItellaTYVI is a system in accordance with the standards defined in the Ministry of Finance project.

2. Which Web browsers can you use with the ItellaTYVI service?

The ItellaTYVI system can be used with the following Internet browsers:

  • Internet Explorer 6 or later
  • Mozilla Firefox 1.0 or later
  • Netscape Navigator 7.2 or later
  • Safari 2.0 or later

It is advisable to use later versions of Internet browsers on computers running the Mac operating system.

3. How can I ensure that the declaration I send has arrived?

TYVI operations are based on the responsibility of TYVI service providers to reliably receive declarations. From the perspective of the data sender, the declaration is considered to have arrived when it is at Itella.

When you have clicked on the accept and send button, the program must return the text in the upper section of the form to the first grey box: "Sent:" date and time as well as "Sender:".

If you have the ItellaTYVI Pro system, you can also see your sent declaration in the archives (Home page – Sent declarations). Declarations in the archives are retrieved from the Itella server and when the declaration shows in the archives, Itella is responsible for its transfer to the receiver.

4. How do I change my already sent declaration if it contains incorrect data?

If you have the ItellaTYVI Pro system, you can delete an incorrect declaration: click on the Sent declarations button on the home page to go to the archives and then select the sent declaration. Finally, press the Delete declaration button.

Mistakenly or incorrectly filled fields on the form can be completed or corrected by sending them on a new declaration. The method is the same as with paper forms.

Declarations are always forwarded to the data receiver at the end of the day: if you only notice an error the following day, contact the organization receiving the declaration.

5. Are official declarations intended as vouchers under the Bookkeeping Act?

Official declarations based on bookkeeping (such as tax returns) as well as declarations made to associations processing pension insurance or to other associations are correspondence relating to transactions.

Vouchers relating to declarations include value added tax and tax calculations as well as their related payment receipts. Declarations may be saved in the accountable company’s data system or in that of the bookkeeper or in the data system of the authority or in that of the agent transmitting declarations.

If bookkeeping annotation is made based on a declaration, the copy of the declaration is voucher material. It is possible to replace a declaration with material relating to correspondence with a decision made by an authority if no claim for correction on the decision is made.

For example, a value added tax calculation is a voucher and the monitoring declaration compiled based on calculations is correspondence relating to transactions. It is possible to save monitoring declaration data with the TYVI service provider or the National Board of Taxation if the correlation of the declarations to the value added tax calculations is verified through computer connections or otherwise.

6. How quickly do I get a user ID?

Receiving ItellaTYVI Pro user IDs takes about 3 working days. When the user IDs have been ordered, information goes to Itella’s invoicing, which formulates the agreement papers, signs them and sends two copies in the post to the client.

The Itella invoicing IDs are activated when the client signs and returns one of the agreement papers to Itella. If necessary, an "express" issue of IDs is possible, in which case contact the Itella Information Service Desk.

Authority-specific IDs come in about one week.

7. How is the ItellaTYVI Pro ID different from the authority-specific LiteTYVI IDs?

By using the ItellaTYVI Pro ID, you can file data on several companies with all the authorities included in the ItellaTYVI service as well as with other organizations that collect statutory data. You only need one user ID and password.

You can look at sent declarations and resend them from the archive. You can also delete declarations, if you do it on the same day. Earlier declarations can be copied to use as the basis for a new declaration.

Using an ItellaTYVI Pro ID, you can also transmit a TYVI file formatted in a financial administration application directly without any need to rewrite data on electronic forms.

The Itella Information Service Desk services are available to clients every single day of the year.

8. Can I make my company’s tax return electronically?

Companies can make their tax returns electronically if they have an ItellaTYVI Pro ID and an Electronic ID Card (Personal Electronic Identification) card. In addition, a card reader needs to be installed in the computer.

An Electronic ID Card is granted by the police in the same way as a passport and other personal ID cards. It costs 29 euros. In turn, the card readers cost approximately 40 euros. An Electronic ID Card is obtained by those people in a company who have signatory right.

9. Can I use an Electronic ID Card to make declarations?

Yes, if you have an ItellaTYVI Pro ID and a card reader installed on the computer. An Electronic ID Card is used when you log onto the system, after which the system is used in the same way as when entering a user ID and password.

10. How do I change the data on a declaring company or delete a company?

Changes to a declaring company name, business ID and, if necessary, contact information can be made by the Itella Information Service Desk. A request for such changes can be sent to the HelpDesk by email. The changes are usually made the same day.

11. How do I update my company’s contact information (user information)?

The data existing in the ItellaTYVI system is updated from the home page, in the section User à User data. Changes come into effect immediately when you change to another page in the system, such as by clicking on the Home Page link.

User data is not transferred to the authorities so, for example, you have to inform a change of address directly to each specific authority.

12. Can I send a declaration to the authorities using existing software?

If you have an ItellaTYVI Pro ID, or an ID issued by the authorities that have the same properties, you can transmit the declaration data created by your software using the ItellaTYVI system without any need to rewrite the data into the ItellaTYVI system.

13. Why do I get the error message "You are not entitled to make the declaration"?

The most common reason for this is that a company files a declaration on another company by file transfer but the file either includes an incorrect business ID or else the declarant has not been added to the declaring company in question.

14. How do I make a declaration on foreign workers who do not have a Finnish Social Security Number?

When declaring to the tax authorities:

Male: ddmmyy-XX1X, Female: ddmmyy-XX2X (the Xs are the letter X)

When declaring to the Etera:

Regardless of sex, give just the date of birth as ddmmyy, for example, 210355.
